The historical background of the establishment of the Department of Law and Citizenship (formerly Civics Hukum), is inspired by the universal phenomenon that every country tries to develop its citizens to become good citizens through formal education. Based on this phenomenon, the problem arises about who the educators (teachers) should teach civics education subjects, while the Civics teaching at schools is carried out by teachers who do not have adequate and professional competence in teaching these subjects.

Taking into account the needs in the field, and the role of IKIP MALANG as an educational institution that educates prospective teachers, in 1963 the Teacher Training School of Social Sciences at IKIP MALANG established a civics-law department, as a forum for preparing teachers who have the authority to teach Civics subjects. Initially, the department in question was called the "Civics-Law" department, which became a sub-division of the History department, FKIS. Furthermore, along with developments and renewals in the field of education in general, the Department of Law Civics stands alone as a department and does not become a sub-division of the history department.

Chronologically, the development of the name of the Department of Law and Citizenship (HKn) can be described as follows: In 1963, the HKn Department was established under the name Civics-Law Sub-Department; in 1968, it changed to the Civics-Law department (based on the 1969 Teaching Faculty of Social Sciences manual). In 1970, with a change in the arrangement of departments in the IKIP MALANG environment (especially FKIS), the Civics-Law department became part of the History-Civics-Law department (1970 FKIS IKIP MALANG Handbook). The name used is the Department of History-Law Civics. In 1973, based on the 1975 Guidebook, the name of the department changed to Sub Department of Civics, which became part of the Department of History-Civics. In 1975, according to the guidebook for IKIP MALANG in 1976-1979, the name of the department was changed to the Civics Department. In 1980, in accordance with the provisions in the 1980 MALANG IKIP manual, the name of the department changed to the Department of Law Civics. In 1982, in accordance with the provisions in the 1982 MALANG IKIP Guidebook, the name of the department was changed to the Department of Pancasila and National Citizenship Education. In 1983, based on the provisions of the 1984-1987 IKIP MALANG Guidebook, the name of the department was changed to the Pancasila and National Citizenship Moral Education Department which was valid until 1995. Since 1995 the Pancasila and National Citizenship Moral Education Department changed its name to the Pancasila and Citizenship Education Department (PPKn). ). Then since 2009, it changed to the Department of Law and Citizenship (HKn) until now.

In the HKn Department, starting in 1992 the Secondary School Education Curriculum (PKSM) was implemented, hereinafter referred to as the 1992 Curriculum. Furthermore, starting from the 1998/1999 academic year, the 1998 Curriculum took effect; the implementation of the 1992 Curriculum is integrated into the 1998 Curriculum. The 1998 curriculum consists of the configuration of the Additional Authority Program (Minor) and the Basic Ability Program or Post Secondary Subject Matter Mastery (PSSM) both for internal students of the PMP-KN Department, internally FPIPS and externals FPIPS. Furthermore, starting from the 1999/2000 academic year, a curriculum adapted to the National Curriculum as stated in the Minister of Education and Culture Decree number 01217 / U / 1995 (hereinafter referred to as the 1999 Curriculum) Furthermore, starting from the 2003/2004 academic year, the 2002 curriculum applies referring to the Minister of National Education Decree No. 232 / U / 2000, Minister of National Education Decree No. 045 / U / 2002, Minister of Education and Culture Decree No. 013 / U / 1998, as well as the results of curriculum development by the Malang State University curriculum development team.

Based on the Chancellor's Decree No. 0381 / KEP / PT 28.H / C / 2000, starting from the 2000/2001 academic year the Department of Pancasila and Citizenship Education (PPKn) is under the auspices of the Faculty of Education (FIP), in line with the change of IKIP Malang to Malang State University, where the Faculty of Education Social Sciences, which had been under the auspices of the Pancasila and Citizenship Education Department (PPKn), changed to the Faculty of Economics.

Based on the Chancellor's Decree No. 0487 / KEP / H32 / OT / 2009, starting on August 17, 2009, the PPKn department changed to the Law and Citizenship Department under the auspices of the Faculty of Social Sciences, State University of Malang. The Department of Law and Citizenship, Faculty of Social Sciences, is planned to consist of two study programs, namely the Pancasila and Citizenship Education Study Program (PPKn) and the Law Studies Program. The PPKn study program is already operational, while the Law Study Program is still in the process of being proposed. In 2018, in the Department of Law and Citizenship, a new study program was established, namely the PPKn Masters program.
